Achille Buongiorno, a simple grocer’s shop-assistant, has been brainwashed by politicians and is elected mayor of his village by the communists who promise to construct an aqueduct. But this proves to be merely an election promise. The honest mayor thwarts a political plot and finds a natural source of abundant water, to the great joy of his fellow citizens.
